Residential Housing for Adults with a Disability

These services are made readily available to individuals receiving supports from the NJ DDD, or eligible to receive these services in the near future

Finding safe, affordable, and accessible housing is an important part of building an independent, meaningful life. For individuals with disabilities and the families who support them, understanding the different options — and where to start — can feel overwhelming. This page aims to make that process easier.

Types of Housing Available

Self-Directed Housing: Individuals may consider seeking housing by electing to purchase a condominium or single-family home. While cost may be a factor, there are many residences available to low- and moderate-income individuals. Benefits include utilization of their SSI to fund costs associated with independent living such as property taxes, maintenance fees, and utilities.

Supervised apartments:  Provide a more independent living environment with staff available for support as needed, which can include help with meal preparation and other daily tasks. This type of residence is also supported with funding through a client’s DDD budget and backed with funding through the federal Medicaid system.

Supported living/apartments:  Offer a higher level of independence, with staff selected through an individual’s DDD budget utilizing either self-direction or agency hired staff to provide periodic check-ins or support to help residents maintain their household and employment

In-home support:  Services provided to individuals who live independently in their own homes or apartments with the assistance of a housing voucher and either self-directed staff to assist or agency hired staff to provide periodic check-ins or support to help residents maintain their household and employment. 

Community group homes:  Often house a small number of people with 24/7 staff supervision, support for daily living skills, and assistance with medical needs. This service is covered through a client’s DDD budget and backed with funding through the federal Medicaid system.

How to Find an Option That is Right for You

  • Search online: Use the NJ Housing Resource Center to find a searchable registry of affordable and accessible housing units. You can filter units with accessibility features.
  • Contact the NJ Department of Human Services: They can provide information and referrals to housing providers, especially for those with intellectual and developmental disabilities.

Important Considerations

  • Eligibility: Some programs, like the federal Section 811 program, are specifically for very low-income individuals with disabilities. Others may have specific eligibility criteria.
  • Supportive services: Look for housing that includes the supportive services you or your loved one needs, such as case management, life skills training, or medical oversight.
  • Person-centered approach: Many providers use a person-centered model that allows individuals to transition between different levels of care as their needs change.
